Suncheon hosted the 2013 World Garden Expo and stays on the domestic and some international tourism circuit because of it — the National Garden and Suncheonman Bay wetlands are legitimately good. City of 280,000 with Suncheon National University, a student population that supports real cafe culture and bars, and enough international visitor flow that foreigners are normalized. The Suncheon Bay reed beds at sunset are one of the better natural experiences in Jeollanam-do, and the city has the infrastructure to back up a stay of several days.

By far the most livable city in Jeollanam-do outside of Gwangju — real university population, decent bar streets near the campus, and legitimate tourism draw from the National Garden and wetlands. 280,000 people with functioning social infrastructure. The ceiling is still provincial city, and the student population goes home for breaks. Better than expected for the region, not a substitute for Gwangju.

Suncheon's tourism reputation outpaces its social scene somewhat — the National Garden and wetlands are day attractions, and after the visitors leave the city returns to being a mid-sized provincial town. Conservative by national standards, and the university crowd stays close to campus. Has options but they're limited compared to what a 280,000-person city should support.
