Tongyeong is one of the most culturally dense small cities in Korea — it's the birthplace of composer Yun Isang and painter Jeon Hyeok-lim, and the city has a real arts infrastructure built around that identity, including the annual Tongyeong International Music Festival that draws serious attendees from across Asia and Europe. The port city geography and cable car to Mireuk Mountain make it a genuine tourist destination with social infrastructure to match. Tongyeong punches well above its size culturally — the music festival, the seafood culture, and the cable car tourism pull visitors who are more culturally engaged than average Korean daytrippers. The port city identity gives it a more open social culture than inland Gyeongnam. That said, outside the music festival period and peak summer, the city returns to its fishing-town baseline and the social scene thins out significantly. It's a very good short-term destination with specific cultural hooks.

The arts culture is real but the people who live it year-round are a small minority of the population. Without cultural engagement or Korean language, you're a tourist in a place that gets plenty of tourists and doesn't need to engage with one more. The infrastructure is there but the social openings are narrow.
