Jinju is the regional center of western Gyeongnam — it has Gyeongsang National University, which gives it a real student population and a university-town social culture that doesn't exist anywhere else in the province outside Changwon. The Jinju Lantern Festival on the Nam River is nationally famous and briefly turns the city into a genuine crowd event with an open atmosphere. The city has legitimate nightlife in the university district and a higher concentration of educated young women than anywhere else in the province outside the Busan metro. A foreign man who can position himself well in the university social orbit has real options here.

Jinju punches above its weight for a provincial city — the university presence creates real social life that most Gyeongnam cities lack, and the Nam River area has actual cafes and bars worth spending time in. The city is still conservative by Korean urban standards and the traditional culture is strong, but it's noticeably more open than the rural counties around it. Foreign presence is low enough that you get curiosity without being treated as a spectacle. Dating apps work here and the nightlife is modest but functional.

The social hierarchy is rigid and the Gyeongsang-do regional culture places high value on in-group identity and local connections. It's the best city in the province but that's a low bar compared to what you'd expect in a Korean metro.
