Samsung's semiconductor campus at Giheung and Hwaseong is one of the most economically important industrial sites in Asia, and the engineering workforce it employs includes a significant number of international engineers and Korean engineers who've worked or studied abroad — that international professional demographic is actually findable in the Dongtan New Town area's restaurants and bars. Dongtan was designed as a self-contained new town and has better social infrastructure than most Korean suburban developments. The city is large enough that there are distinct neighborhoods with distinct characters.

Hwaseong is dominated by Samsung's semiconductor manufacturing campus, which employs tens of thousands and generates relatively high local incomes — some of that workforce is internationally connected, and Dongtan New Town has the cafes, restaurants, and nightlife of a planned urban district. But the city is enormous by area and spread out without a clear social center outside Dongtan. Engineers work long hours and the social scene is thinner than the economic base would suggest. A functional place to be based if you're here for work, a middling one if you're not.

Dongtan is livable but doesn't compensate for the city's structural sprawl. This is a work destination, not a social one.
