Pyeongchang hosted the 2018 Winter Olympics and the Alpensia and Yongpyong resort infrastructure is still world-class — during ski season these resorts pull in Japanese, Chinese, and Western skiers alongside Koreans, creating one of the more naturally international social environments anywhere in Gangwon. The county is spread out but the resort villages have concentrated enough hospitality infrastructure that a foreign man can operate comfortably without Korean language. Off-season the Daegwallyeong plateau area has a clean Alpine feel that's genuinely attractive.

Pyeongchang works in ski season and is very quiet outside of it. The resort villages and the farming county they sit in are almost completely separate worlds — the international infrastructure exists at Alpensia and Yongpyong but doesn't extend much beyond those zones. If you're not skiing, the county doesn't have much pull.

Outside of ski season Pyeongchang reverts to being a rural agricultural county that happens to have some expensive resort real estate. The Olympics infrastructure is still impressive but it doesn't generate year-round social energy. A foreign man here in October or May will find it beautiful and quiet and not much else.
