Mean Chey is a large outer district with almost nothing oriented toward foreign men — the Stung Meanchey area, formerly home to one of Southeast Asia's largest garbage dumps, is slowly being redeveloped but the social and economic reality here is far from the expat circuit. The one argument: lower rent than almost anywhere else in Phnom Penh municipality if cost is the entire calculus. Everything that matters socially requires a significant commute to Chamkar Mon or the riverside.
