Mangystau district contains some of Kazakhstan's most genuinely strange landscapes — Sufi underground mosques carved into chalk cliffs at Shopan-Ata and Beket-Ata draw Kazakh pilgrims from across the country, giving the terrain a spiritual gravity you don't find elsewhere. The scenery across the Mangystau plateau is legitimately otherworldly. But pilgrim tourism to religious sites sets a firmly conservative social tone, and there is no infrastructure for anything else.
