Hokuto covers both the Kiyosato highland resort plateau and the Hakushu valley where Suntory's whisky distillery operates, giving it two distinct pulls that are more internationally interesting than most of Yamanashi. Kiyosato developed a resort infrastructure in the 1980s that still draws Tokyo weekenders and has attracted a small number of foreign nationals and lifestyle migrants who came for the outdoor access. The Hakushu distillery brings in whisky enthusiasts including international visitors with money to spend. Of Yamanashi's non-Fuji areas, this is the one with the most varied and cosmopolitan visitor mix.

The Kiyosato strip has the cafe-and-hotel infrastructure of a resort area but the 1980s boom has aged and the scene is quieter than it once was. The city is geographically large and spread out, meaning social density is low even in the developed highland zones. A foreign man here is better positioned than in most of rural Yamanashi but is still operating in a place where encounters require more engineering than they would in a city environment.

Outside of the Kiyosato strip and the Hakushu corridor, Hokuto is vast agricultural and mountain terrain with a widely dispersed population and nothing resembling a social scene. Even in the developed resort areas the activity is thin on weekdays and most visitors are transient. The outdoor access is the point and if that's not what you're there for, the area has little to offer.
