Naruto City is a real find for Tokushima Prefecture — it has the famous tidal whirlpools in the Naruto Strait that draw serious tourist traffic, including Korean and Chinese day-trippers from the Kansai region, plus the Otsuka Museum of Art which is genuinely one of the most impressive museums in Japan (full-scale ceramic reproductions of every major Western painting). That tourism economy means there are hotel workers, tour guides, and restaurant staff who are accustomed to international interaction. The Awaji Island bridge connection also makes it less isolated than its geography suggests.

Naruto has more tourism infrastructure than anywhere else in the prefecture outside Tokushima City, but it's a day-trip town — most visitors don't stay. The resident social scene is still a mid-size Japanese city with limited nightlife and community life organized around local networks.
