Komatsushima is a small port city south of Tokushima that handled a lot of wartime ferry traffic and still has some commercial maritime activity and a functioning downtown. It's bigger than most of the surrounding towns, has a real city grid, and the Komatsushima Odori dance festival in August draws genuine local energy. For Tokushima Prefecture outside the capital, this is one of the more livable secondary cities.

Komatsushima has the bones of a real town but has shrunk considerably over the decades. The downtown has gaps and the ferry route to Wakayama that used to define it lost business to the road bridge. Social life is there but thin — you'll need to put in work and have Japanese to actually access it.
