Kaiyō sits along the Kii Channel coast in southern Tokushima and has one of the prefecture's few genuine fishing-town cultures that is not completely closed — there's a small surf and outdoor community drawn to the Pacific-facing capes and the Shishikui area. People who chose to come here from cities for lifestyle reasons exist and are findable. The coastline is serious and people who end up here tend to know why they came.
