Ōtsu is Shiga Prefecture's capital and sits at the southern tip of Lake Biwa with Kyoto literally over the mountain — you can be in Kyoto in 10 minutes by train, which means Otsu gets the overflow of Kyoto's international and culturally open social scene without Kyoto's prices. The city has Shiga University of Medical Science and multiple other institutions adding a permanent student and medical professional class. The Biwako Otsukan and lakefront area have bar and restaurant concentrations where meeting people actually works. As a prefectural capital with Kyoto adjacency, Otsu is the most socially accessible city in Shiga for a foreign man — it has the critical mass to support real nightlife and enough international exposure that foreign men aren't a surprise.

Ōtsu's Kyoto proximity is a double-edged sword — the city's social life partially bleeds toward Kyoto on weekends, meaning the best Otsu residents go elsewhere for their social adventures. Still the most functional city in Shiga for meeting people. The medical and government professional class is a real demographic. Works well as a Shiga base but you'll find yourself going to Kyoto regularly for better selection.

Government town energy dominates outside of the student areas, which means conservative and schedule-bound social behavior. Better than most of Shiga but overshadowed by what's ten minutes away.
