Ritsumeikan University's Biwako-Kusatsu Campus is enormous and brings tens of thousands of students to the area, creating a genuine young social scene. The Kkusatsu Juku (the old post town junction of the Tokaido and Nakasendo highways) gives the city a specific historical identity that most residents know about. Foreign men report this as one of the most accessible social environments in all of Shiga, with enough bars, cafés, and social venues that building regularity is actually possible.

Worth considering as a base if you're working in the Kyoto-Osaka corridor.
