Tōkamachi sits in a mountain valley that receives some of the heaviest urban snowfall in the world — over 3 meters average annual accumulation — and the Echigo-Tsumari Art Triennale has transformed that extreme landscape into a contemporary art region, placing art installations in hundreds of abandoned farmhouses and fields across the wider area. The Triennale draws international visitors and artists in a way nothing else in rural Niigata can match, and the infrastructure stays up between editions. For a foreign man this is the most interesting small city in the prefecture — the arts crowd brings a social energy that is completely absent everywhere else outside ski resorts. Non-Triennale years are quieter but the installations remain.
