Nagaokakyō

Lower score (below 6)
Nagaokakyo was Japan's capital for about a decade in the late 8th century and today it is a suburb of about 80,000 people that exists primarily to house those who work in Kyoto or Osaka. The Otokoyama Bamboo Grove on its outskirts gets some visitors but most pass through without stopping. There are chain izakayas and family restaurants but no social scene distinct from the cities it flanks. The historical footnote doesn't translate into any social energy — this is commuter territory, and it knows it.
