Kizugawa was assembled from three older towns in 2007 and has grown as a bedroom community for people working in Nara, Osaka, and Kyoto, but residential growth hasn't produced social culture. The city has ancient temple heritage on its outskirts and a lot of big-box retail in between, and that's basically the daily reality. No university, no significant nightlife, no reason a foreign man's presence would be anything more than an oddity at the local izakaya. Logistically convenient, socially flat.
