Kaisei is a tiny rural town in western Kanagawa with a population under 20,000 and an economy based on local agriculture, including some of Kanagawa's strawberry cultivation. There is no social scene, no international presence, and no infrastructure for casual meeting. If you are here it's because a train stopped or someone sent you — there is no social reason to be in Kaisei.
