Ritsurin Garden pulls international visitors year-round, so locals here have more exposure to outsiders than anywhere else in Kagawa. The Kotoden train system and a working downtown make it functional to actually live in rather than just pass through. Your options are still limited compared to Osaka or Tokyo, but among Shikoku cities this is genuinely the top pick.

Worth a stay; not worth building your social life around.
