Nishiwaga has legitimate hot spring infrastructure — Yuda Onsen and Yunoshawa Onsen are actual functioning hot spring towns with ryokan that have been operating for generations. The town is in a mountain valley in western Iwate with traditional wooden inn architecture that still exists. If onsen-town culture is what you're after, this is the real thing rather than a constructed version.
