Katō was assembled in 2006 by merging three small Hyogo towns and has never developed a coherent city center — it's more a collection of former separate communities that happen to share municipal administration. The area has some Banshu-ori textile weaving heritage and sits adjacent to the Tojo ski area to the north. Population is around 40,000 and declining. No coherent social scene, no destination draw, no reason for an outsider to choose this over anywhere else in Hyogo.
