Shakotan

Lower score (below 6)
Shakotan town on the Shakotan Peninsula is famous for two things: the 'Shakotan Blue' color of the sea (an extraordinarily clear cobalt color from specific water conditions that draws summer divers) and the sea urchin (bafun uni) caught from the rocky coast, considered premium quality. The population of around 2,100 is almost entirely fishing families who take the urchin harvest extremely seriously — dive permits and harvest seasons are strictly regulated. Summer brings day-trippers for the seafood and the ocean color. A foreign man here is a curiosity; the social scene doesn't exist outside of the seasonal restaurant activity.
