Sarufutsu
7.5
Lower score (below 6)
Sarufutsu is the northernmost village on the Hokkaido mainland — from Cape Sōya (in nearby Wakkanai) you can see Sakhalin Island, but Sarufutsu's own northern coastline is similarly dramatic. The village of around 2,500 is also notable for accepting the initial voluntary survey for Japan's planned deep geological nuclear waste disposal facility, a decision that caused national attention. The economy is dairy and fishing. Extremely isolated with no social infrastructure — this is as far north as you can get on the Japanese mainland.
