Ōzora was created by a 2006 merger of Memanbetsu, Higashimokoto, and Yobito towns in the Okhotsk region. The merged town of around 8,000 includes Memanbetsu Airport (one of the regional airports in eastern Hokkaido). Dairy farming dominates. No specific social draw — the airport gives it connectivity but the community itself is agricultural and closed.
