Monbetsu is the main city on the Okhotsk coast between Abashiri and Wakkanai, known for drift ice tourism — the Garinko (icebreaker ship) takes passengers out to see the pack ice that arrives from Siberia every January through March, and the Okhotsk Drift Ice Museum (Drift Ice Tower) has displays about the ice ecosystem. At around 23,000 people it has a real commercial district and some nightlife. Still, it's one of the more isolated mid-sized Hokkaido cities and the population is aging with minimal international exposure. The drift ice experience is unique; the social environment is conservative fishing-city Japan.
