Lower score (below 6)
Kamiyūbetsu in the Okhotsk region is known for its tulip fields — the Yūbetsu Tulip Park plants over a million tulips that bloom in May and draws seasonal photography tourism from across Hokkaido. Outside that three-week window the town of around 6,000 reverts to its dairy and farming identity with no social infrastructure. The tulips are spectacular and the event is legitimate; there's nothing here for an outsider the other eleven months of the year.
