Hidaka town (not to be confused with Hidaka subprefecture) is in the horse breeding heartland of the Hidaka coast, where Thoroughbred farms dot the flatlands and the Yearling Sales draw industry buyers from around the world each summer. The town itself at around 13,000 is a farming and fishing community — the horse industry is mostly conducted between industry insiders and doesn't create broader social openness. The Nibutani area with Ainu cultural heritage is within the district. A foreign man in the horse industry has some access; otherwise the town is closed.
