Haboro on the northwestern Hokkaido coast was built by coal — the Haboro Coal Mine operated from 1908 until 1970 and the Haboro Coal Mine Memorial Museum now tells that story. Population has fallen to around 8,000 from a postwar peak and the town has a physically oversized infrastructure relative to its current population. The economy now runs on fishing and a small agricultural base. Isolated enough that ferry services to outlying islands are part of normal life here. No social upside for a foreign man.
