Atsuma is a coal-fired power plant town on Uchiura Bay — the Atsuma Thermal Power Station was the largest coal power plant in Japan and its shutdown after the 2018 Iburi earthquake caused the blackout that cut power to all of Hokkaido for days, a nationally significant event. The town itself is a small agricultural and industrial community of around 4,000. There is no social infrastructure for an outsider here, and the identity of the place is defined by the plant and the farm fields around it.
