Kusatsu Onsen is one of Japan's most famous hot spring resorts and pulls serious tourist numbers year-round — weekends and peak seasons bring thousands of visitors from Tokyo and beyond, and the resort strip around the Yubatake sulfur spring is actually alive with people, bars, and restaurants in a way you don't expect from a mountain town. The transient tourist population means the social atmosphere is looser than in static Gunma communities, and women traveling solo or in small groups from Tokyo come here specifically for a relaxing getaway. A foreign man who positions himself in the main resort area during peak weekends is playing in genuinely better conditions than anywhere else in Gunma.

Kusatsu is great for short-stay social positioning during busy weekends but the permanent local population is small and the town basically exists to service tourism. Off-peak weekdays the place empties dramatically and you're left with a tiny local community that is fully absorbed in running the resort infrastructure. The social energy is visitor-dependent and therefore unreliable for anything more than a long weekend.

If you visit Kusatsu on a slow Tuesday in November you'll find a nearly empty resort town running on skeleton staff. The permanent community is entirely tourism-industry focused and has no social life outside of that context. The sulfur smell permeating the whole town is also a legitimate quality-of-life issue that takes adjustment.
