Mutsu is the main city of the Shimokita Peninsula — the axe-head shaped peninsula at Aomori's northeastern tip. It's the administrative and commercial center for a very remote region, which gives it more infrastructure than the surrounding villages but it's still a small, isolated city. The nuclear reprocessing facility at nearby Rokkasho and defense installations in the area mean some outside workers cycle through. The scenery around Osorezan volcano is genuinely striking. Social scene is minimal for outsiders but not zero if you're here long-term.
