The problem is that the social market is maybe 35,000 people in the capital and not much more across the whole province, with a demographic skew toward older residents because young people leave for Zaragoza or Valencia. The "Teruel Existe" political movement that pushed for more national attention was born here for a reason — the province has genuinely been left behind in infrastructure and economic investment. Worth a night or two as a travel stop, not viable as a base.
