Teseneye is the main commercial town near the Sudanese border in western Gash-Barka, where the Gash River makes its way toward Sudan, and it has actual market activity and cross-border commercial infrastructure that gives it more texture than anywhere else in this part of Eritrea except Barentu. Sudanese traders move through here and the border economy creates a slightly more open commercial culture than the interior. It's still heavily monitored and travel permits are required, but there's a functional town here with guesthouses and markets. As frontier commercial towns go in Eritrea, this is the one with the most going on.
