New Minya is a planned satellite city being built in the desert east of old Minya to absorb population overflow — modern residential blocks, government buildings, and newer commercial strips in various stages of completion. The infrastructure is fresher than the historic city but the social culture is identical: conservative Minya. Young Egyptians in new housing developments don't automatically translate to social openness. Worth watching as the city fills in over the next decade, but right now it's a half-built administrative project that hasn't developed an identity yet.
