Guaranda is the provincial capital of Bolívar at 2,600m and has a genuine student population from the Universidad Estatal de Bolívar that opens up the social scene somewhat. The Guaranda Carnival — held every February — is one of Ecuador's bigger regional celebrations and draws people from across the province, creating a few days where the city actually has energy and strangers aren't out of place. Outside of that window, your foreign presence here is noticed and the dating pool is thin but real in the university crowd. Conservative highland culture means things move slowly, but the infrastructure is solid enough for a base if you're working the province.
