Berrouaghia is the second-largest city in Médéa wilaya and has real urban infrastructure — a university, administrative presence, commercial streets, and a population large enough to have some anonymity. The university brings young educated Algerians who are less socially rigid than the surrounding rural communities. A foreign man with professional credentials or educational standing has genuine currency here in a way that doesn't exist in the smaller communes. Not Algiers, but the closest thing to an actual city in this region.
