El Kala is the premier destination in this wilaya and the only place in El Tarf where a foreign man can actually have a social life. It has beach infrastructure, summer tourism from Annaba and Constantine, and a relaxed coastal atmosphere that is genuinely different from inland Algeria. In summer, the beach draws educated urban Algerians who behave more openly than the rural interior, and a well-presented foreign man here gets noticed and engaged with in ways that don't happen elsewhere in El Tarf.
