Ras El Oued is a market town at a highway junction on the N5 that sees truck traffic and agricultural commerce but very few actual travelers. The weekly souk draws buyers from the southern communes and there's more movement here than in most of the wilaya — but it's commercial, not social. The town is functional and has some basic amenities, but for a foreign man the social environment is just as closed as anywhere else in the interior. More people doesn't mean more access.
