Bernkastel-Kues is the most photographed village on the Moselle and in summer it fills with French, Dutch, Belgian, and British tourists doing wine holidays — the international character of the summer crowd creates real social openings that wouldn't exist in a typical German rural town. The annual Moselle Wine Festival in Bernkastel (September) draws 200,000 visitors to a town of 6,000. The wine quality is genuinely exceptional — this is Doctor vineyard country. In summer specifically, there's a legitimate social scene that a well-presented foreigner can plug into.

The Moselle valley between Bernkastel and Wittlich is legitimately beautiful wine country and the summer tourism season creates an international atmosphere along the river. But Wittlich, the administrative center, is a working town of 18,000 with a far more ordinary energy. Outside June to September, the entire area goes very quiet and the social scene contracts to local Germans who've lived here their whole lives. Good for a summer visit, not a permanent social base.

Wittlich has some regional services but nothing resembling a nightlife or social scene for outsiders.
