The Dieter Schwarz Foundation (Lidl/Kaufland billionaire money) has made Heilbronn one of the most aggressively developed mid-sized cities in Germany — the Experimenta science museum on a Neckar island, a new campus of the Heilbronn University of Applied Sciences, and ongoing waterfront development have physically transformed the city. The 2019 Bundesgartenschau (federal garden show) finished off a riverside transformation that's genuinely impressive for a city of 125,000. The student population is growing fast and the professional infrastructure is following.

Heilbronn is a city in deliberate transformation — the Schwarz Group's foundation money has funded infrastructure that the city's size wouldn't normally justify. The expanded university campus is pulling younger and more international students. The Neckar waterfront is functional and pleasant. But the social culture is still catching up with the physical investment, and the fundamental Swabian reserve hasn't evaporated just because there are new buildings. Worth monitoring; not yet delivering on the investment.

Heilbronn is a city that got heavily bombed in December 1944 and rebuilt in functional postwar style — the bones aren't great and the old town charm is largely gone. The Schwarz Group money is changing the skyline but not (yet) the social culture. Still predominantly working-class Swabian in character outside the new university quarter. Not a natural social destination for outsiders.
