Liberec is the regional capital and home to the Technical University of Liberec, which keeps a younger population anchored here rather than everyone immediately draining to Prague. The town hall on náměstí Dr. E. Beneše is a genuine architectural landmark, and the bar scene around Soukenné náměstí works properly on weekends. As a foreigner you stand out in a city where outsiders are rare enough to be interesting but common enough that people aren't thrown off by you. The cost of living is low relative to Prague and your income goes noticeably further.

Liberec is the fifth-largest city in the Czech Republic and has more going on than anything else in the Liberec Region, but that's a low bar. The university keeps a younger crowd in town and there's a real nightlife scene by regional standards. The problem is that anyone ambitious has usually made the move to Prague — it's only 100km away — so the talent pool is skewed toward people who've opted out of that race. Worth spending time in if you're in northern Bohemia, but don't confuse regional capital status with big-city energy.
