Armenia is Quindío's capital and the biggest city in the coffee region — economic center with a real urban dating pool and women who are used to meeting outsiders but not overrun by tourists. The city rebuilt aggressively after the 1999 earthquake and there's a forward-looking energy here, with a younger population that skews more open to foreign guys than the small surrounding towns. Malls like Unicentro and the nightlife around Avenida Bolívar give you actual infrastructure for meeting people. Cost of living is low even by Colombian standards and your dollar goes far.
