Goma before January 2025 was the most internationally connected city in eastern DRC — lakeside restaurants, a large NGO and diplomatic community, and a social scene that punched well above its size for a foreign man with resources. The Rwandan border crossing at Gisenyi made regional movement easy, and the mixture of Congolese urban culture with a significant expat layer created real social access. Hard currency went very far, and the combination of a low cost base with a functioning international airport made Goma the operating hub for the whole region. That version of Goma is currently on hold following the M23 capture in January 2025.

Goma was the social and logistical capital of eastern DRC for years, but M23 forces captured the city in January 2025, the airport was seized, and most international NGOs evacuated or collapsed operations. Some commercial activity continues in the city under occupation, and the population hasn't fully fled, but the infrastructure that made Goma livable for outsiders — the expat community, the functioning supply chains, the working airport — is severely degraded. If the situation stabilizes politically, Goma will likely recover faster than anywhere else in the region given its location and pre-existing infrastructure. Right now it's a wait-and-see situation.

For a foreign man without direct M23 clearance or a serious operational reason to be there, Goma is currently not a place to be under any circumstances.
