Bénoué holds Garoua, the North Region's capital and the third-largest city in Cameroon, sitting on the Benue River. Cotton trade and NGO presence bring some outside money in, and you will find hotels and restaurants that actually function here. The city has a working airport with domestic connections. Social access is real but limited — Garoua is majority Muslim, women operate within family structures, and casual meet-ups don't happen the way they would in Yaoundé or Douala.

Garoua is the one functional city in this entire region and it gives Bénoué a baseline infrastructure most of northern Cameroon lacks — fuel, hotels, a market, mobile data. As a foreign man you stand out sharply and will get attention, but Islamic social norms here are not decoration. Women in public are mostly unavailable for the kind of interaction you're probably looking for. The department has some expat and NGO traffic which creates pockets of more open social life, but you have to find them.

Bénoué is the best-case scenario for northern Cameroon and that still means a conservative Muslim city where social norms make casual dating essentially a non-starter. Outside Garoua the department is rural cattle and cotton country — Bénoué National Park, Fulani herders, and not much else. There is no nightlife culture in any meaningful sense. If you're passing through on a specific purpose this works as a base; if you're looking for social returns, this region is not built for that.
