Ürümqi is the most livable city in Xinjiang by a significant margin — it has real nightlife, multiple shopping malls, a university district, and enough Han and Hui population to create a social scene that works like a normal Chinese second-tier city. Foreign English teachers and business people do live here, which means infrastructure for meeting people (expat bars, language exchanges) actually exists in a way it doesn't anywhere else in the region. The Grand Bazaar area draws domestic tourists, mixing the population in useful ways. If you're spending time in Xinjiang, Ürümqi is the only base that makes sense.

Ürümqi has all the infrastructure of a modern Chinese city — malls, KTV, university bars, hotels with lounges — but the security environment is distinctly Xinjiang, with ID checks and face-scan gates a routine part of daily life. Women here span the Han-Hui-Uyghur spectrum and social norms vary widely across that range. The expat community is small but real. Solid baseline for the region; nowhere near as good as eastern Chinese cities at the same tier.

Ürümqi's 2009 interethnic riots left a security infrastructure that's never been fully unwound — the city has a tension to it that you feel in public spaces, particularly around the Uyghur districts. Social connections with Uyghur women specifically carry the complications present throughout the region. If your baseline is Shanghai or Beijing, Ürümqi will feel like a significant step down in social ease and option quality. It's the best Xinjiang offers, but that's a relative statement.
