Shihezi is a Han-majority city built by the Xinjiang Production and Construction Corps (bingtuan) in the 1950s — demographically it's more like an interior Chinese city than what people picture when they think Xinjiang. The large university population (Shihezi University is a real research institution) gives the city genuine young adult social life by regional standards. Women here are Han Chinese with all the typical social patterns that implies, without the complications of the Uyghur-region security environment. Arguably the easiest social environment in Xinjiang for a foreign man.

Shihezi functions as an agricultural and educational center, clean and organized in the bingtuan tradition. The university scene provides cafes and some nightlife, and the Han majority means social dynamics track more closely to interior China than to the rest of Xinjiang. There's no particular reason to be here over Ürümqi unless you have a university or agricultural connection. Decent option, nothing exceptional.

Shihezi has nothing to offer someone without a connection to the university or the agricultural industry. It's a planned company town with limited nightlife and no organic social scene for outsiders. The bingtuan culture is insular and work-focused. If you're in Xinjiang, Ürümqi offers everything Shihezi does and much more.
