Ili Kazakh Autonomous Prefecture, centered on Yining (Gulja) near the Kazakhstan border, is the most socially open part of Xinjiang for a foreign man. The large Kazakh population has natural affinities with Russian and Central Asian cultures, and cross-border commerce with Kazakhstan has made outward orientation normal here. Yining's Russian colonial-era buildings and the genuine multiethnic street life give it a completely different feel from the Han cities of eastern Xinjiang. Kazakh women here are more approachable and more likely to engage with a foreigner than anywhere else in the region.

Ili has real cultural depth and a more relaxed atmosphere than Ürümqi — the Yining bazaar area has genuine life to it, and the Kazakh-Han-Uyghur mix creates a more varied social environment. That said, security in Ili has tightened considerably since the 2009 unrest, and as a foreigner you'll be registered and monitored. Social interactions with Uyghur women remain structurally difficult. The Kazakh community is the realistic social entry point here.

Ili's history of interethnic tension and its proximity to the Kazakhstan border make it one of the more security-sensitive prefectures in Xinjiang. Checkpoints and ID demands are routine, and sustained social connections with locals become complicated when people know they're being watched. The pastoral Kazakh villages outside Yining are beautiful but completely closed socially to outsiders. Go for the scenery, not the social opportunities.
