Xianyang sits right next to Xi'an — shares the same airport, connected by metro — but operates on a distinctly more local register with less student population and a working-class and government-employee demographic base. The novelty of being foreign still applies and locals are generally friendly, but the social infrastructure (bars, mixed venues, places where a foreigner naturally meets people) is thin compared to what's 30 minutes east. The cost of living is even lower than Xi'an if that matters, but there's little social payoff relative to just basing yourself in the bigger city.

Xianyang is essentially Xi'an's western suburb and commuter city, home to the international airport and some industrial zones but not much of a social scene in its own right. Locals are friendly and a foreign face gets attention, but there's no expat community and no ecosystem for meeting people outside of formal introductions. If you're in Shaanxi for any length of time you'll pass through Xianyang regularly, but you wouldn't choose to base yourself here over Xi'an.

The proximity to Xi'an makes it easy to visit but also easy to skip — everything Xianyang offers, Xi'an does better.
