Tongchuan built its entire identity around coal mining, and with that industry in long-term decline the city has been contracting for decades — it's one of the few Chinese cities that has actually lost population over recent years. The city is known domestically for Yaozhou celadon pottery and a famous Buddhist site at Yaozhou, neither of which generates a social scene or any expat presence. A foreigner here is an anomaly with no context, and there's no mechanism to convert that curiosity into anything. Nothing pulling you here.

The novelty factor works in theory but there's no environment to use it in. An interesting day trip from Xi'an, not a place to build any kind of social life.
