Haibei sits on the northern shore of Qinghai Lake — the largest lake in China — and Xining is close enough (about 100km) that this isn't full isolation. The area gets actual domestic tourism traffic around Qinghai Lake, which creates moments of social openness that the deeper Tibetan prefectures simply don't have. Mongolian and Tibetan communities here have historically been more exposed to Han and outside influence than Golog or Yushu, which lowers the cultural barrier. A foreign man who comes through during the cycling race season or summer tourism peak will find things genuinely more accessible.

Haibei is primarily pastoral and agricultural land with the main activity center being Haibei Town (Xining is much more functional for actual social life). The Qinghai Lake scenery draws tourists but the social infrastructure — bars, restaurants with social scenes, places to actually meet people — is thin. Tibetan and Mongolian community life here is traditional and not outward-facing toward foreigners in the casual sense. Your best use of Haibei is as a scenic stop rather than a social base.
