North District's border location creates one very specific niche — Mandarin-speaking foreigners who work in Shenzhen and commute across find this is a legitimate base. Sheung Shui has real restaurants and is cheaper than anywhere in urban HK. For a foreigner comfortable in Mandarin and doing business on both sides of the border, the logic of basing here makes sense even if the social scene itself is thin.
